What is more important: blacklist, rules or recommendation?

The order of priorities will: blacklist, rules and recommendation (in this sequence).

If a request has a recommendation "Approve", but with a rule "Review" and the e-mail is in the Blacklist, the transaction will be denied.

If the application has a recommendation "Review", but with a rule "Approve", the transaction will be approved.

In case of conflicting rules, we will choose the least risky behavior forever.
